Black Caucus to press for public option in final health care bill

WASHINGTON – As U.S. Senators and members of the House of Representatives prepare to negotiate to combine the two distinctly different health care bills, members of the Congressional Black Caucus are vowing once again to push for a public option to make the final bill affordable for their largely African-American and low income constituencies.

In a joint statement released just before the Senate’s long-awaited Christmas Eve passage of the bill, CBC Chair Barbara Lee (D-Calif.) and Congressional Progressive Caucus Co-chair Lynn Woolsey (D-Calif.), said, “If the bill requires people to buy health insurance, there must be a public option to bring down costs by providing lower-cost competition to private insurers and choice to consumers.”

Translation: Be ready for acrimonious debate before the final version goes back before both houses for final passage and ultimately to the White House for signing by President Obama. The public option barely squeaked by (220-215) when the House passed the bill by five votes on November 7.

The Senate left the public option out of the bill because it was a deal-breaker for conservative Democrats. The bill passed 60-39, disabling a filibuster by Republicans with the 60 votes or three-fifths of the Senate. Fifty-eight Democratic senators were joined by two Independents.

President Obama – in route to achieving a key campaign promise – has said the public option is not absolutely necessary as long as the health bill has other key components, such as Medicaid, that could serve the same end when it comes to providing affordability for low income or no income people.

Components that Lee and Woolsey say the bill must have in order to meet their concerns are:

• Affordability protections: Meaning, the “legislation must protect lower and middle-income individuals by ensuring that subsidies make coverage affordable and that Medicaid patients have access to primary care physicians.”

• Tighter market regulation: Meaning, “New regulations must keep premiums reasonable and end abusive practices. Insurance companies should no longer be exempt from anti-trust laws and any premium increases must be reviewed before they take effect.”

•Employer mandates: Meaning, “If individuals are required to buy insurance, employers should be required to provide it.”

• Tax surcharges: Meaning, “Health care reform should be financed by tax surcharges on the wealthy not excise taxes on health insurance plans offered to many workers and union members.”

The painstaking fight for maximum health care affordability is clearly not over.

“While we still have much work to do, we applaud Majority Leader Harry Reid and Sens. Ben Cardin and Roland Burris for their hard work to ensure that the much needed health disparities provision remained in the legislation,” the Lee-Woolsey statement said. “Also, we applaud Sen. Bernie Sanders for helping to secure $10 billion more in the revised bill for community health centers.”

Meanwhile, the passage was applauded by the Rev. Jesse Jackson, who also asserted that the public option is still a need.

“Forty-five million families (are) without health insurance as we approach the year 2010, some 10 million of them children. For too long, America’s record on health care has been a moral disgrace. By voting for health care today, the Congress is taking steps to reverse this trend,” he said in a statement.

“Without a single payer system or some form of public option, the Senate bill relies too much on the good will of the insurance industries, health care providers, pharmaceutical companies to hold premiums and costs down and make quality health care truly more affordable and accessible. That is unlikely, given the army of lobbyists these forces have deployed to safeguard their private interests, and undermine and scuttle health care reform.”

Despite objections from the CBC and the Progress Caucus, Democratic leaders seem willing to sacrifice the public option in order to at least pass a palatable health care bill.

House Majority Whip James E. Clyburn, the highest level African-American in Congressional leadership, commended Senate Majority Reid and his Democratic colleagues in the Senate for passage without mentioning the public option. In his roll as Whip - to move the legislation toward passage – Clyburn pointed to the positives of both bills.

“Both House and Senate bills cut the deficit, bring down rapidly rising health care costs for families and businesses, provide choice, and end discriminatory practices of the insurance industry that deny coverage if you get sick or have a pre-existing condition,”  said Clyburn (D- S.C.)

“I look forward to working with my Senate colleagues and the President on a final bill that meets the core principles of health reform: affordability for the middle class, security for our seniors, responsibility to our children by reducing the deficit, and accountability for the insurance industry.”

    The health care biil is a bad one. It will only bankrupt states on medicaid. It will reduce benifits for Seniors on medicare. The real answer is to put tighter regulations on insurance companies. Being able to by insurace from other states would lower costs for everyone. Eleminate denial of insurance for pre-exesting conditions and no sealing on maximum benifits. This is what needs to be done not the current plan.

    The public option isn't only necessary for low income or minority populations! It is critical to all of us. There is no way healthcare costs will be kept in check when insurance companies will no longer be able to deny coverage for pre-existing conditions and healthcare becomes portable. Everyone of us, except the truly wealthy, will be drained. What kind of idiots are the American people that they are so easily manipulated into acting against their own best interest by the Republican fear mongers? It is beyond me. This isn't rocket science.

    these two bills are a disaster... and not because they include or don't include a public option. they're a disaster because they do nothing to contain the rising cost of healthcare in the u.s. folks confuse lower premiums (via subsidy) with lower costs. the subsidy scheme proposed is a giant "shell game". we must lower national health expenditure (NHE) as a % of GDP. a real leadership position would include a stake in the ground on this critical goal, something like "NHE < 15% of GDP by 2016".
    i oppose the public option, and scratch my head in wonder over the bashing of the insurance companies. they're not a very likeable group. on occasion, they cut off care for families with critical needs. there certainly should be reforms addresssing access, portability, caps, pre-existing condition, etc. on the flip side, there are 100's of insurance companies. some are "not-for-profit". some provide excellent integrated health care. some, like mine, have medical payout ratios > 90%. and all are guilty of one thing -- they must live within a budget, something our federal government (and a public option) wouldn't. having said that, these bills are so bad that right now i'd concede that they'd be improved by inserting a "robust public option". the government would set wages & prices in the healthcare industry on such a scale that perhaps we'd beat the cost of care down on some fronts.

    The public option is a must for true competition and especially if they are actually going to force people to buy it. Are current system sucks and we rank 13th in the world in life expectancy and our insurance costs TWICE as much. We are the only civilized country in the world that dose not provide it's citizens with quality low cost insurance. Buying insurance across state line is a great idea only if the likes of Ben Nelson were not in the senate to remove the anti-trust (which prevents price fixing) and the public option. Did a hear that? Not only did Ben Nelson want the public option gone he was also responsible for removing the anti-trust from the bill. Not ONE republican sponsored the anti-trust amendment,NOT ONE, twas 18 Democratic senators that added the amendment only to have it pulled by good old Ben for his support.

    I do not trust most insurance companies. There are too many legalized crooks in the US, many being in insurance companies! Unfortunately, in this country, the drive to make more and more money dominates and plain old morality and dedication to being caring for all living things gets lost. Out of care for the poor alone, we need a public option.

    This horror of a bill has very little true reform in it and, in fact, does more harm than good. All true reform has been either eliminated, watered down, or loopholed. Your premiums will go up as your coverage decreases. Health care will be rationed.

    As it stands today, these two Bills are a disaster to our country. It is clear that the smaller insurance companies will not have a fighting chance to compete against the Federal Gov, let alone with the Big Four, and they will eventually drop out of the insurance provider arena. Anyone that has ever needed to resolve a problem at the Post Office, Food Stamp Office, the IRS, the DEA, HUD, the Dept of Motor Vehicles... will know, up close and personal, how difficult it was to get answers. We have no choice than to deal with these organizations, good or bad. Will you give up your right to choose your own Health Insurance? Wouldn't it be better if the government can shift the power away from the Big Pharma, Wall Street and the Insurance Giants and put the power back in the hands of the people? Allow me to buy cheaper insurance across state borders, in whatever State it is being offered for less. Under these Bills, employers can avoid offering health benefits, pay the fines and their employees will be left to pay for their required Health Insurance. And since the employee has a job, they most likely will not qualify for Government Assistance.

    I say we start over.

    Entitlements are the main reason for deficit spending,
    lack of motivation to work among our population. This Health Care Reform is not reform but a gigantic tax grab by Washington and will bankrupt this country.

    A strong Government-run MEDICARE like Public Option is STILL! CRITICAL!

    We have had a long hard struggle to find out what would be the BEST! that this congress and the Whitehouse could do to fix our highly dangerous, poor quality, most costly, and MOST! disgraceful healthcare delivery system in the world. It is clear that congress can do much more for the American people than what is proposed so far.

    It is clear that congress can pass a strong GOVERNMENT-run public option CHOICE. Available to everyone on day one. Expand Medicare and not levy any new taxes on workers healthcare benefits and plans. LET THIS BE YOUR LINE IN THE SAND!

    Lastly, there can be NO! INDIVIDUAL MANDATES without a strong Government-run MEDICARE like Public Option CHOICE. Or the American people WILL! and SHOULD! revolt with an all out CIVIL WAR against congress and this Government.

    House and Senate progressives and the tri-caucuses should aggressively push for the inclusion of a strong Public Option, Medicare expansion, and no new taxes on workers healthcare benefits and plans. If the obstructionist kill meaningful healthcare reform, then you should kill this bill. Because it will be far worse than the healthcare disaster we have now. It's failure will be on the obstructionist heads. And they will be punished and replaced.

    WITHOUT A PUBLIC OPTION CHOICE, THIS BILL WILL KILL FAR MORE AMERICANS THAN IT WILL SAVE.

    What is proposed in the Senate bill is the worst case scenario for health-care reform. It would shift trillions of taxpayer, public and private dollars into the hands of the private insurance industry (The single most costly, deadly and dangerous product sold in America). And it would compel by law millions of Americans to financially support this oxymoronic criminal enterprise. You cant have a individual MANDATE WITHOUT A STRONG PUBLIC OPTION CHOICE!

    You will have NO! realistic way of controlling cost and quality. Cost will continue soaring through the roof bleeding the American people dry, and KILLing our economy. And our quality of healthcare will continue to decline below our current ranking of "WORST! quality of healthcare delivery in the developed World".

    From the very start, the American people have been crystal clear about what they wanted. They wanted a humane single payer system like the rest of the developed world has (HR676). Or at least a humane strong GOVERNMENT-run public option CHOICE!! This is what the American people gave the democrats control of the house, control of the senate, and control of the Whitehouse to do.

    Those of you that can, should prepare now to remove every member of congress that fails to support YOUR healthcare reform with a strong Public Option, Medicare expansion, and no new taxes on workers healthcare benefits and plans. Run against them in teams if you have to. But take them out. And replace them with a strong single payer or PRO PUBLIC OPTION CHOICE candidate.

    Now! is the time to bring maximum pressure on your members of congress. Contact your representatives and spread the word.

    H1N1 IS A WEAPON OF MASS DESTRUCTION!

    I have to tell you now that the H1N1 virus is a man-made WEAPON OF MASS DESTRUCTION! and TERROR! It is a WEAPONIZED version of a flu virus. It has swept the planet infecting millions. And causing a global pandemic that has killed tens of thousands, and injured millions.

    The H1N1 virus is the product of the DISGRACEFUL, GREED DRIVEN PRIVATE FOR PROFIT MEDICAL INDUSTRIAL COMPLEX! It was released in the U.S. in Texas in early January of this year, but not recognized until around April in California. The reason I know this is because when it came to America, it came to see me FIRST! How sweet...

    This was around the time the MEDICAL INDUSTRIAL COMPLEX! assaulted the Whitehouse with all their devils deals to cripple and weaken YOUR! healthcare reform. Especially your right to have a single payer system like HR676 (Medicare For All) which most of you wanted.

    They don't even want you to have your HUGE!!! compromise position of a strong government-run MEDICARE like Public Option CHOICE. To compete with their DISGRACEFUL, GREED DRIVEN, MURDEROUS, PRIVATE FOR PROFIT PRODUCT (The single most costly, deadly and dangerous product sold in America).

    They also wanted to take away your rights to have your government meet it's responsibility to use it's full power to regulate, negotiate, and control drug cost, healthcare cost and quality. Something every other civilized country in the developed World has done for it's people. Their Greed! moral degeneracy and lack of patriotism knows no bounds.

    Many of you will remember that before we knew about H1N1. I posted a open message to the President and Congress warning them to be vigilant about their health, and cautious about any medical advice they received. As I said then "they will not hesitate to try and hurt you".

    The U.S. and the World have been under a BIOLOGICAL TERROR ATTACK! for over a year now. It is CRITICAL that We The People Of The United States take away control of our healthcare system from the GREED DRIVEN MEDICAL INDUSTRIAL COMPLEX!

    For our own National security, and the security of the world.

    A Strong, government-run, MEDICARE like Public Option CHOICE. Available to everyone on day one, with the full unfettered power of the federal government to regulate, negotiate, and control cost and quality. Would be the most workable way to deal with this global crisis at this time. Including patent suspensions as needed for national security or the greater good.

    As an American I invite the peoples of the World to help us fix our healthcare crisis. And bring pressure on our government to meet it's responsibility to protect global security by controlling, and removing the corrupting influence of GREED and the PRIVATE FOR PROFIT motivations from healthcare in the U.S. and around the World.

    I call on the governments of the World and the global intelligence community to track down these MASS MURDERERS, and bring them to justice. CONNECT THE DOTS! And be vigilant that they don't slip in another viral strain on you under the cloak of H1N1 sequestration.

    Further, the proposed patent protection on biologic's must be stripped from the US bill. And greatly shorten/restricted, or abolished completely. This is a grave danger to humanity and global security.

    I think President Obama is doing the best he can at playing the disastrous deck of cards he inherited from the previous administration. And I think he is doing an excellent job. But the wolves and devils of the medical industrial complex! are trying to exploit, and take advantage of his good heart, and desperate desire to help suffering Americans. But we must be strong and insist that healthcare reform be done right for the American people. Or everyone loose's.

    p.s. The so-called nominal H1N1 virus is designed in such a way as to make it more lethal to children and young adults. The medical community must be more vigilant of secondary bacterial infections in the young caused by H1N1. And remember, a viral infection is also a transfer of genetic code to you. Think about it, and be vigilant. :-(

Our need for a public option (HR676) is immediate, critical, and urgent to regulate predatory health insurance practices.
