The City of Germantown, Tennessee, an Equal Opportunity, Affirmative Action Employer, seeks to retain the services of a Prime Contractor to provide various construction services related to the Farmington Boulevard Reconstruction project (described in greater detail below). This project is being funded by the American Recovery and Reinvestment Act under the Tennessee Department of Transportation (TDOT) Locally Managed Program. This project shall adhere to all applicable Federal and State procedures and regulations. The Prime Contractor must prequalify with the Department of Transportation in accordance with Section 54-5-117 of the “Tennessee Code Annotated” and Tennessee Department of Transportation Rule 1680-5-3 prequalification of contractors before biddable proposals will be furnished. Bids will not be accepted from a contractor that is not on TDOT’s pre-qualified list: http://www.tdot.state.tn.us/construction/prequal/prequal.pdf.
The Farmington Boulevard Reconstruction project involves demolition and reconstruction of the existing pavement and sub-base. All work is to take place within existing rights-of-way. The project is bounded by Wolf River Boulevard on the east and Allenby Road on the west (approximately 1 mile).
The City of Germantown hereby notifies all bidders that a 10% Disadvantaged Business Enterprise (DBE) goal has been set for this project and must be met or exceeded.

March 18, 2010 The City Of Memphis, an Equal Opportunity/Affirmative Action Employer, seeks to retain the services of professional engineering consulting firms to provide expertise in Construction Engineering and Inspection (CEI) services on the projects described below. The scope of work may include but not be limited to construction inspection, surveying, materials testing and reporting. This project is being funded by the American Recovery and Reinvestment Act as a Tennessee Department of Transportation (TDOT) Locally Managed Program. The method of payment shall be cost plus net fee. - ARRA Bridge Guardrail Repair, TDOT PIN #112694, on a continuing contractual basis. - ARRA Sam Cooper Bridge over IC and Union Pacific Railroads Approach Repair, TDOT PIN #112835, on a continuing contractual basis. - ARRA Winchester Road Tunnel, TDOT PIN #112836, on a continuing contractual basis. The City of Lakeland is soliciting proposals for the provision of Construction Services to provide the Canada Road Pedestrian and Bicycle Facilities from TN Route 15 to just south of the Interstate 40 interchange (TDOT PIN # 112695) in Lakeland, Tennessee. Copies of the project manual, drawings and specifications must be obtained from the City of Lakeland Tennessee, 10001 U.S. Highway 70, Lakeland Tennessee 38002, upon receipt of a $150.00 half-refundable deposit.
A non-mandatory pre-bid conference will be held March 31, 2010 at 2:00 PM, at the City of Lakeland Tennessee, 10001 U.S. Highway 70, Lakeland Tennessee 38002.

The package containing the original proposal (clearly identified as original) and two (2) copies of your proposal must be sealed and marked with the Proposers name and “CONFIDENTIAL, “Canada Road Pedestrian and Bicycle Facilities”, PIN # 112695” noted on the outside.
All work shall be completed in accordance with the most current version of the Tennessee Department of Transportation Standard Specifications for Road and Bridge Construction and the Tennessee Department of Transportation Standard Roadway and Structures Drawings, which are incorporated herein by reference and made a part hereof. In addition, only the Special Provisions contained within the applicable Contract Proposal will be considered binding. Any reference to the Standard Specifications dated prior to March 1, 2006 shall be disregarded. In addition, any reference to any Special Provision not contained within the applicable Contract Proposal shall be disregarded. All questions related to the Contract Proposal, Plans, Specifications or Special Provisions shall be directed to the City of Lakeland Engineering Department (901-867-2717). IMPORTANT NOTICE TO BIDDERS
Prospective bidders should read the following instructions carefully before submitting their bids. Special attention is called to the regulations of the City that total bids, rather than unit prices, will be read. Proposals shall be rejected as being irregular if they fail to contain a unit price for each item listed.
After a bidder has submitted a bid, he can withdraw it up until the time set for the opening of bids.
Totals read at the opening of the bids are not guaranteed to be correct and no final award of the contract will be made until bids and extensions have been checked and re-checked.
On all projects which are financed in whole or in part by funds received through Federal agencies and other third parties, the award of the contract by the City will be subject to approval by the party or parties through which funds are received. The City reserves the right to reject any bid proposal which is not acceptable to any such third party set out above, although such bid proposal would otherwise qualify as the lowest and best bid under the Standard Specifications.
The awarding of the contract or rejection of all proposals will be made within 30 days after the bid opening. Upon award, a detailed letter of instructions will be forwarded along with appropriate documents to the low bidder.

The Davis Bacon prevailing wage rates apply to all American Recovery and Reinvestment Act of 2009 (Recovery Act) funded projects, regardless of location (including projects on local roads or rural minor collectors and Transportation Enhancement projects outside the highway right-of-way).
PREQUALIFICATION OF BIDDERS
Each prospective bidder must be prequalified by and in good standing with the Tennessee Department of Transportation prior to being given authorization to bid. A prospective subcontractor must be prequalified by and in good standing with the Department of Transportation prior to being approved as a subcontractor. Each prospective bidder or subcontractor shall notify the City of Lakeland and the Department of Transportation if there is any subsequent change in the name, organization or contact information provided to TDOT.
Prospective bidders’ Prequalification Questionnaires shall be filed with the Department of Transportation at least fourteen (14) days prior to the date of opening bids on any letting in which the applicant intends to submit a bid, or at least fourteen (14) days prior to the date on which the applicant requests approval as a subcontractor under this contract. The City of Lakeland and the Department of Transportation reserve the right to request additional information and documentation to clarify and/or verify any information submitted in an applicant’s prequalification application. ISSUANCE OF BIDDING DOCUMENTS Bidding Documents may be obtained from the City of Lakeland Tennessee, 10001 U.S. Highway 70, Lakeland Tennessee 38002, telephone (901) 867-2717, during regular business hours upon receipt of a non-refundable deposit in the amount of $150.00 for each set. Partial sets of Bidding Documents will not be issued. Bidding Documents are made available only for the purpose of obtaining offers for this Project. Addenda to the Proposal and amendments to the Bidding Documents will be issued to each prospective bidder by the City of Lakeland, if required.
ALTERNATE BID ITEMS
This project includes a Base Bid and additive alternates. The Contractor will be required to bid on the Base Bid and all additive alternates. Award of the contract shall be as defined in Special Provision 104A - Special Provision Regarding Scope Of Work With Additive Alternate(s), included in this document.
BID GUARANTY
Each bid must be accompanied by a bid bond or a Cashier’s or Certified Check made payable to the City of Lakeland in an amount equaling not less than five percent (5%) of the amount bid.
If the bidder’s bond is offered as guaranty, the bond must be made by a surety company qualified and authorized to transact business in the State of Tennessee and must be acceptable to the City of Lakeland.
If a check is offered as guaranty, the check must be attached to the signed Proposal Guarantee Form. The check of the successful bidder will be cashable at the discretion of the City, pending the satisfactory execution and acceptance of the contract and the contract bond.
PROPOSAL CONTRACTS WILL BE ISSUED UNTIL THE TIME SET FOR OPENING BIDS
